NORAD officials
NORAD officials became central witnesses to the February 2023 shootdowns because they framed the detection, tracking, and operational response to the objects.
Who These Witnesses Were
This entry concerns North American Aerospace Defense Command, United States Northern Command and associated defence officials who detected, tracked, characterised and publicly discussed airborne objects over North America in February 2023.
The principal public command witness was General Glen VanHerck, then commander of NORAD and USNORTHCOM. The group also includes operations staff, radar personnel, Pentagon officials and Canadian counterparts who participated in decision-making or briefings.
These officials are institutional and instrument witnesses. They were not necessarily the pilots who visually inspected or fired on the objects. The U.S. Air Force F-22 pilots have a separate witness page, and the Lake Huron object was engaged by F-16s rather than F-22s.
What Is Attributable to This Witness Group
NORAD and defence officials publicly confirmed a sequence of detections and responses after the Chinese surveillance balloon was identified and shot down:
- radar settings and scrutiny were adjusted to detect smaller, slower and lower-radar-cross-section objects;
- an object over Alaska was tracked and shot down on 10 February 2023;
- an object crossing from Alaska into Yukon was tracked through the binational NORAD system and shot down on 11 February;
- a further track was detected over Canadian and United States airspace and the object was shot down over Lake Huron on 12 February;
- pilots had difficulty producing precise visual descriptions because the objects were small, slow and viewed at high closure speed;
- officials assessed that the three objects presented a potential hazard to civil aviation because of altitude;
- recovery efforts were undertaken and later suspended without a complete public debris identification;
- officials distinguished the confirmed Chinese surveillance balloon from the three additional objects.
VanHerck stated that the smaller objects produced very low radar cross-sections and appeared to move broadly with the wind. He also explained that NORAD had previously scrambled against radar tracks that could not always be correlated with aircraft and that radar filtering changes contributed to the short-term increase in detections.
What Should Not Be Attributed to This Witness Group
NORAD officials should not automatically be described as having visually observed the objects. The public evidence does not establish that they:
- personally saw physical shape;
- knew the owner or purpose of the three objects;
- confirmed that all were balloons;
- confirmed extraterrestrial or anomalous technology;
- recovered debris from all three;
- measured extraordinary speed or manoeuvring;
- stated that the objects were hostile;
- ruled in a common origin for Alaska, Yukon and Lake Huron;
- operated the weapons used by the intercept pilots.
VanHerck's statement that he had “not ruled out anything” in response to a press question should not be converted into evidence for aliens. It reflected incomplete identification and deference to intelligence assessment, not a positive extraordinary claim.
How the Accounts Entered the Record
The record developed through official releases, on-the-record Pentagon briefings, presidential remarks and Canadian statements. These sources are unusually close to the operations and provide dates, command decisions, radar context and limits of identification.
The information was released during an active intelligence and recovery process. Officials repeatedly qualified descriptions and withheld some sensor details. Early media labels such as “cylindrical”, “octagonal” or “car-sized” often came from partial pilot impressions rather than recovered measurement.
President Biden later stated that the intelligence community's then-current assessment was that the three objects were most likely balloons tied to private companies, recreation or research institutions. That was an assessment rather than a debris-confirmed identification.
Evidence Analysis
Institutional Directness
NORAD officials had direct access to command systems, radar tracks, operational reports and decision-making. Their evidence is strong for detection, track handling, intercept orders and the limits communicated by pilots.
Their access is not unlimited. Senior officials may receive summarised information rather than raw sensor displays, and classified details were withheld. A public briefing is a controlled institutional account, not a full release of the operational record.
Radar-Filter Changes
The increased detections followed heightened scrutiny after the Chinese balloon. Radar systems filter clutter and slow objects to prevent overwhelming operators. Changing thresholds can reveal balloons, weather and other previously ignored returns.
This provides a conventional explanation for why several objects appeared in rapid succession. It does not imply that the tracks were false. It shows that the operational system began paying attention to a category of small, slow objects that had often been filtered out.
Visual Characterisation Limits
Officials emphasised that fighters travelling at high speed had difficulty describing small objects moving slowly at altitude. A pilot may pass an object in seconds, with no stable range or background.
Descriptions of shape therefore varied and should not be harmonised. The command record is strongest where radar track and pilot observation agreed that a physical object was present, but weaker for exact morphology.
Threat and Decision Standards
The objects were not publicly assessed as kinetic military threats. The decision to shoot them down was driven by incomplete identification and potential risk to civil aviation at operating altitudes.
This distinction matters. A military engagement does not by itself indicate hostile or extraordinary behaviour. Conventional balloons can create a sufficient aviation hazard to justify action.
Recovery and Identification
Recovery efforts were complicated by sea ice, remote terrain and deep water. Searches for Alaska and Yukon debris were suspended; Lake Huron recovery also did not produce a complete public identification.
The absence of recovered debris preserves uncertainty but does not increase the probability of extraordinary origin. It removes the strongest route to definitive identification.
Relationship to the Chinese Balloon
The confirmed PRC surveillance balloon was large, tracked over a long route and recovered off South Carolina. It should not be merged with the three later objects.
The heightened response to smaller objects occurred because the balloon exposed a domain-awareness gap and changed political risk tolerance. The later objects may have been benign even though the preceding balloon had a confirmed foreign surveillance role.
Public Communication Under Uncertainty
Officials briefed during a rapidly changing operation. Statements reflected what was known on a particular date. Later assessments can supersede early wording.
The witness page should timestamp claims and avoid presenting one press-conference phrase as the final institutional conclusion.

Small private, research or recreational balloons

From the available evidence we judge that the objects most likely belonged to the broad category of small balloons or benign airborne platforms. The command record does not contain reports of extraordinary performance; instead, it repeatedly describes low radar cross-section, slow motion and difficult visual identification.
Our assessment treats the unresolved public identity as a consequence of incomplete recovery and attribution, not positive evidence of anomalous technology. The incidents are important for air-domain awareness, reporting thresholds and policy, while offering very weak support for an extraordinary UAP interpretation.
