Who These Witnesses Were

This witness group refers to United States Air Force F-22 pilots who visually and electronically investigated high-altitude objects over Alaska and the Yukon during February 2023 before those objects were shot down.

The category should be limited to the F-22 operations it actually covers:

  • the object detected over Alaska and shot down off the northern Alaskan coast on 10 February 2023;
  • the object monitored over Alaska and Canada and shot down over the Yukon on 11 February 2023.

The object shot down over Lake Huron on 12 February was engaged by F-16 aircraft, not F-22s. Public descriptions of that target as octagonal or having strings, and the report that a first missile missed, should not be attributed to the F-22 pilot group.

The F-22 pilots have not been publicly named in complete first-person witness statements. Their evidence reaches the public principally through Department of Defense, NORAD, White House and Canadian government briefings.

What Is Attributable to This Witness Group

Official statements establish that fighter aircraft were sent to observe and characterise the objects before engagement.

For the Alaska object, the Department of Defense stated that:

For the Yukon object, the Department of Defense stated that:

  • NORAD detected it over Alaska;
  • two F-22s monitored it in United States airspace;
  • Canadian CF-18 and CP-140 aircraft later joined the effort;
  • a United States F-22 shot it down in Canadian territory with an AIM-9X;
  • Canadian authorities led the attempted recovery.

The pilots can be treated as direct operational observers of the objects during close airborne inspection. The public does not possess their complete descriptions, cockpit imagery, sensor recordings or debrief statements.

What Should Not Be Attributed to These Pilots

The following claims should not be assigned to the F-22 group without a specific source:

  • that the objects jammed fighter sensors;
  • that they moved against the wind under powered control;
  • that they showed extraordinary acceleration;
  • that they were structurally impossible to explain;
  • that they were extraterrestrial or non-human;
  • that the pilots saw occupants;
  • that either object was recovered and identified;
  • the Lake Huron F-16 pilot descriptions;
  • the Lake Huron missed missile;
  • every description circulated anonymously through news reports or social media.

Official briefings repeatedly described the Alaska and Yukon objects as slow or drifting and did not report demonstrated manoeuvrability.

How the Accounts Entered the Record

The events occurred immediately after the United States tracked and shot down a confirmed Chinese high-altitude surveillance balloon on 4 February 2023. NORAD adjusted or scrutinised radar filtering to detect smaller and slower objects that had previously attracted less attention.

The public evidence came through rapid official briefings:

  • a 10 February Pentagon briefing on the Alaska object;
  • a 11 February NORAD statement on the Yukon object;
  • 12–15 February Department of Defense briefings discussing all three additional objects;
  • Canadian statements and Royal Canadian Mounted Police updates on Yukon recovery;
  • President Joe Biden's 16 February remarks on the broader response.

The compressed news cycle encouraged the confirmed Chinese surveillance balloon, the Alaska object, the Yukon object and the Lake Huron object to be discussed as one cluster. They were not established as identical devices or part of one programme.

President Biden stated on 16 February that the intelligence community's current assessment was that the three smaller objects were most likely balloons connected with private companies, recreation or research. He also said that there was no contemporary indication connecting them to China's surveillance-balloon programme or another country's surveillance activity.

The Yukon search was discontinued on 17 February because of hazardous conditions and the low probability of recovery. The absence of recovered debris prevented a definitive public identification.

Evidence Analysis

Directness and Access

F-22 pilots had exceptional operational access compared with civilian observers. They could approach the targets at altitude, use aircraft sensors, communicate with controllers and view the objects from more than one angle.

That access does not guarantee easy identification. The targets were described as small, slow and difficult to characterise. Closing speeds, safety separation, weather and limited time can restrict visual detail. A pilot in a high-performance jet may pass a drifting balloon rapidly without obtaining a prolonged stationary view.

The page should distinguish the pilots' direct access from the public's limited access to their evidence. We know that they inspected the objects because officials said so. We do not have their unedited words or sensor imagery.

Official explanations emphasised a different reason: they occupied airspace around 40,000 feet where they could pose a hazard to civilian aircraft and were not communicating or coordinating through normal aviation systems.

A decision to engage can reflect:

  • uncertainty;
  • flight-safety risk;
  • heightened political and security sensitivity after the Chinese balloon;
  • the inability to establish ownership;
  • the desire to recover material;
  • precaution rather than confirmed hostility.

The engagement itself does not identify the target as advanced technology.

Radar-Filtering Context

Officials said that NORAD had increased scrutiny or adjusted filters after the Chinese balloon incursion. Air-defence radar systems detect many objects, and filters help operators prioritise threats while suppressing clutter and slow-moving tracks.

Changing those parameters can reveal balloons and other benign objects that were always present but not routinely elevated for action. The sudden cluster of detections in February 2023 therefore does not necessarily indicate a sudden arrival of new craft.

This context supports the official balloon assessment. It also raises policy questions about how many low-speed objects occupy controlled or remote airspace without identification.

Visual Description Limitations

The Alaska object was publicly described mainly by size and altitude. The Pentagon spokesperson said he had not seen imagery and was relaying verbal characteristics. Officials did not release a precise shape.

The Yukon object was likewise not accompanied by public imagery or a complete pilot description. News reports carried differing anonymous descriptions, but the witness page should prioritise attributable official statements.

Without released cockpit evidence, the public cannot independently assess:

  • shape;
  • colour;
  • surface texture;
  • payload or suspension lines;
  • propulsion;
  • attitude stability;
  • relation to wind;
  • whether the apparent object included an envelope and payload;
  • why identification remained uncertain.

Manoeuvrability

The Pentagon stated that there was no indication at the time that the Alaska object was manoeuvrable. Later official remarks suggested that the three smaller objects were most likely balloons.

A balloon can maintain altitude, drift slowly and follow winds that differ by altitude. Observers without complete meteorological profiles may describe motion as anomalous. Demonstrating powered manoeuvre requires a measured track compared with winds at the object's altitude.

No public evidence shows that the F-22 pilots observed extraordinary acceleration or controlled evasion.

Sensor Evidence

The F-22's systems and supporting NORAD sensors almost certainly produced data. None of the complete sensor package has been released publicly.

Potential evidence includes:

  • radar tracks;
  • targeting-pod or infrared imagery;
  • helmet or cockpit video;

Recovery Failure

Recovery could have transformed the cases from ambiguous observations into material identifications. The Alaska object fell into severe Arctic conditions, and the Yukon object fell in remote mountainous terrain. Searches were suspended without publicly recovered debris.

Failure to recover does not make the objects more extraordinary. It preserves uncertainty. It also means the intelligence-community balloon assessment remained probabilistic rather than confirmed through material examination.

Relationship to the Chinese Surveillance Balloon

The confirmed Chinese balloon was substantially larger, tracked over a long route and later recovered in part. Officials said the Alaska and Yukon objects differed in size and were not then linked to China's programme.

Separation from the Lake Huron Event

From the available evidence, we judge that the objects were most plausibly small balloons or aerostats detected during heightened radar scrutiny after the Chinese surveillance-balloon incident. Official statements did not attribute powered manoeuvre or extraordinary performance to them.
