Who These Witnesses Were

This entry concerns aviators and aircrew serving in squadrons connected with the USS Theodore Roosevelt Carrier Strike Group during training off the eastern United States in 2014 and early 2015. Public reporting has most often associated the recurring contacts with VFA-11, the “Red Rippers”, although the operational narrative also involves other carrier-air-wing personnel, controllers and sensor operators.

The group is not a single witness and should not be written as though every member saw the same object. Some personnel reportedly detected contacts on the APG-79 radar, some acquired targets with the ATFLIR targeting pod, some viewed objects visually, and others learned of incidents through squadron discussion or safety reporting. Ryan Graves is the best-known named public witness, but his page should remain separate from this supporting group.

Publicly named aviators have included Danny Accoin and other personnel interviewed by journalists or researchers. Several crews remain unnamed. The absence of a complete roster means that the group entry must distinguish attributable statements from aggregate phrases such as “the pilots saw them every day”.

What Is Attributable to This Witness Group

Across the available named and anonymous accounts, squadron members reported recurring contacts that appeared after or became more visible following upgrades to aircraft radar systems. The reports included:

  • radar tracks that crews initially suspected were false returns;
  • attempts to corroborate contacts with targeting pods;
  • objects or returns appearing within military training areas;
  • observations recurring over a period of months rather than one isolated sortie;
  • concern that unidentified traffic created a collision or training-safety hazard;
  • a reported close pass in which another aircrew described an object resembling a dark cube inside a transparent sphere;
  • the recording of the infrared clips later known as GIMBAL and GOFAST by Navy aircrew operating in the broader Roosevelt environment.

The group is a direct source only where an individual aircrew member describes their own display, sight line, radio exchange or safety report. A squadron member repeating what another crew said is a source for the reporting culture, not an additional direct observation.

The available record supports that unknown contacts were operationally discussed and that at least some were documented through military sensors. It does not establish that every contact was a solid object, that one object type explains the series, or that all reports demonstrated the same performance.

What Should Not Be Attributed to This Witness Group

The supporting squadron group should not automatically inherit every claim associated with Ryan Graves, the released videos or later public commentary.

The public evidence does not establish that all squadron members:

  • personally saw a cube-in-sphere object;
  • recorded GIMBAL or GOFAST;
  • agreed that the objects were non-human technology;
  • measured objects remaining stationary in hurricane-force winds;
  • observed extraordinary acceleration with calibrated range data;
  • confirmed a “fleet” as solid craft rather than multiple radar or display contacts;
  • encountered objects literally every day for years;
  • filed independent written reports that remain recoverable;
  • knew whether classified tests, balloons, drones or electronic effects were present.

GIMBAL and GOFAST are separate recordings. The identity and geometry of one clip cannot be transferred to every squadron report. GOFAST in particular has been assessed by AARO as showing non-anomalous motion dominated by parallax. That analysis does not resolve the full squadron history, but it prevents the clip from serving as a general proof of extraordinary speed.

How the Accounts Entered the Record

The contacts occurred during operational training, and some were reportedly discussed within normal Navy channels. The public does not possess a complete set of contemporaneous hazard reports, mission tapes, debrief notes or maintenance diagnostics.

The case entered broad public awareness through reporting beginning in 2017 and especially through interviews published in 2019 with Navy aviators. The Department of Defense authorised release of GIMBAL, GOFAST and FLIR1 in April 2020 and confirmed that the first two were recorded in January 2015. The release authenticated the videos as Navy material; it did not validate every later interpretation of their range, speed or shape.

Ryan Graves gave written and oral testimony to a House subcommittee in July 2023. His evidence described a squadron-level pattern, a close-pass report from another crew and a reporting environment in which aviators feared professional consequences. His statement is important for the group record, but it remains one named witness’s account of both personal and relayed events.

AARO later published a resolution report for GOFAST. Its reconstruction placed the object at approximately 13,000 feet rather than close to the ocean surface and assessed that its apparent rapid motion resulted largely from viewing geometry. A comparable public resolution has not established the identity of every GIMBAL-era or squadron contact.

Evidence Analysis

Composition of the Group

The evidential unit must be the individual sortie or report. “Roosevelt squadron members” combines people who had different access:

  • pilots viewing radar displays;
  • weapon-systems officers managing sensors;
  • aircrew receiving radio calls;
  • personnel who saw an object directly;
  • crews who only heard post-flight discussion;
  • commanders or safety staff receiving reports.

Combining these roles can create the false appearance that every detail was independently confirmed through every channel. A useful future page should identify each named witness, date, aircraft, sensor and level of access.

Radar Upgrade and False-Track Testing

Accounts state that recurring contacts became noticeable after installation or use of the APG-79 active electronically scanned array radar. Crews reportedly first suspected software or hardware errors and performed checks before treating some contacts as external.

This sequence is meaningful because it shows professional scepticism. It does not by itself prove that every later track was valid. New sensor capability can reveal previously undetected balloons, clutter, electronic interference or distant traffic as well as genuinely novel objects. Publicly unavailable system diagnostics prevent independent assessment of track quality, filtering and correlation.

Multi-Sensor Corroboration

A radar contact that is acquired by a targeting pod or seen visually is stronger than an isolated display return. The public record indicates that some East Coast contacts were pursued through more than one sensor mode.

The phrase “multi-sensor” must nevertheless be used case by case. It is not publicly established that each radar track had a matching visual object or infrared recording, or that the same track identity was maintained continuously. Sensor systems can also share navigation, cueing and expectation, so agreement is not automatically independent.

Visual Near-Miss Account

The reported cube-in-sphere near miss is one of the group’s most distinctive claims. Graves has stated that another crew flew between two objects or passed close to one after a lead aircraft observed it. The account suggests a discrete object and a real safety hazard if accurately reported.

No named first-person statement, original hazard report, cockpit audio, video or telemetry has been publicly released for that event. Graves is therefore a direct witness to hearing the report within his squadron, not to seeing the object. The page should identify this as a relayed but operationally proximate account.

GIMBAL

GIMBAL shows an infrared source apparently rotating while aircrew discuss another set of contacts on a situational-awareness display. Competing analyses interpret the apparent rotation as physical target motion, sensor-optics behaviour, glare or some combination.

The released clip lacks the full preceding and following sequence, radar data, exact target range and complete system metadata. The excited cockpit audio is evidence of the crew’s reaction and display context, not a calibrated measurement of a craft’s dimensions or propulsion.

GOFAST

GOFAST contains on-screen parameters that permit geometric reconstruction. AARO’s published analysis concluded that the target was higher and slower than the name and initial surface impression suggest. This substantially weakens claims that the video independently demonstrates a craft moving at extraordinary speed just above the sea.

The target’s exact identity remains uncertain in the public report. It may have been a balloon or another ordinary airborne object. Resolution of the clip’s kinematics does not determine whether unrelated squadron contacts were also ordinary.

Independence and Reporting Culture

Repeated reports by different crews increase evidential value, but the crews operated in one tightly connected professional community. They shared radar systems, radio networks, briefings, airspace and informal discussion. Once a cube-in-sphere description or “unknown contact” narrative circulated, later perception and wording could be influenced.

This does not make the reports false. It means the count of independent witnesses should be based on records produced before discussion, not on the number of personnel who later recognised the same squadron story.

Aviation-Safety Significance

Even an ordinary balloon or drone can present a severe hazard in high-speed military training. The strongest institutional conclusion from the group evidence is that unknown objects or contacts were entering or appearing within controlled ranges and were not being reliably identified or communicated.

Safety significance does not depend on an extraordinary origin. Better reporting, retained sensor data and rapid feedback would improve both hazard mitigation and scientific assessment.

Alternative Interpretations

A heterogeneous mixture of balloons, drones and conventional traffic

Strengths

  • Training ranges can contain balloons, research platforms, drones and misfiled traffic.
  • New radar sensitivity can reveal small objects previously filtered out.
  • GOFAST is consistent with non-anomalous movement.
  • Repeated contacts need not share one identity.

Weaknesses

  • Some crews regarded the behaviour and persistence as inconsistent with expected traffic.
  • The reported cube-in-sphere appearance is not a routine aircraft description.
  • Public records do not identify a specific ordinary object for every event.

Sensor artifacts, electronic effects or track-processing errors

Strengths

  • Contacts became prominent after radar upgrades.
  • Complex tracking systems can create or sustain false tracks.
  • Electronic-warfare testing may produce unfamiliar indications.
  • Some reports lack independent visual acquisition.

Weaknesses

  • Crews reportedly attempted diagnostic checks.
  • Some contacts were acquired with other sensors or described visually.
  • A close visual near miss, if accurately documented, cannot be reduced to a radar artifact.

Classified United States or allied testing

Strengths

  • The events occurred in military training airspace.
  • Unfamiliar drones, electronic-warfare systems or signature-management tests could explain secrecy and odd indications.
  • Squadron personnel may not be cleared for compartmented programmes.

Weaknesses

  • Undeclared tests near carrier aircraft would create collision and command risks.
  • No identified programme has been publicly matched to the reports.
  • A prolonged pattern across training periods would require repeated unsafe deconfliction failures.

Foreign surveillance or intelligence collection

Strengths

  • Persistent monitoring near naval exercises has a plausible intelligence purpose.
  • Small unmanned systems and balloons can be difficult to classify.
  • The Navy has since treated range incursions as a counterintelligence and safety issue.

Weaknesses

  • Public evidence does not identify a foreign platform.
  • Some attributed performance claims exceed known small-drone endurance, although those claims lack full measurement.
  • A foreign explanation does not resolve sensor-optics questions in the videos.

A residual set of genuinely unusual physical objects

Strengths

  • Multiple trained crews reported recurring contacts.
  • Some events were described across radar, infrared and visual channels.
  • The reported near miss suggests a discrete object.
  • The operational response was not limited to public folklore.

Weaknesses

  • Complete raw data are not public.
  • The group record combines many poorly separated events.
  • At least one famous clip does not show extraordinary speed.
  • No recovered material or close high-resolution image identifies construction or origin.

Overall Assessment

We assess the Roosevelt squadron members as an important operational witness group, but not as one homogeneous block of corroboration. The available accounts strongly support that Navy aviators encountered recurring unidentified contacts and that the reporting system did not provide satisfactory identification or safety feedback.

From the available evidence we judge the group record to be strongest for the existence of a genuine range-awareness and aviation-safety problem. It is weaker for the proposition that a single advanced craft repeatedly demonstrated extraordinary flight performance. The public evidence combines radar contacts, infrared clips, visual descriptions and relayed near-miss testimony without a complete chain proving that all channels concerned the same objects.

GOFAST should now be described as an authentic but kinematically non-anomalous recording. GIMBAL and the cube-in-sphere report retain unresolved features, but neither supplies public calibrated proof of non-human technology. A responsible witness page should encourage release of individual reports and raw data rather than convert squadron-level uncertainty into a collective extraordinary conclusion.
