Kenju Terauchi was captain of Japan Air Lines cargo Flight 1628, a Boeing 747 operating over Alaska on 17 November 1986.

First Officer Takanori Tamefuji and Flight Engineer Yoshio Tsukuba were also on the flight deck.

Terauchi initiated the report and supplied the most detailed account. His real-time contact with Anchorage air-traffic control created a strong operational record.

He was a direct witness to what he perceived from the cockpit. He did not personally operate the FAA and military ground-radar systems later cited in the case.
