Harry Barnes
Barnes was one of the best-known controllers associated with the Washington radar events.
Who This Witness Was
Harry G. Barnes was a senior Civil Aeronautics Administration air-traffic controller at Washington National Airport during the July 1952 Washington radar and visual events.
Barnes had an electronics background and supervised controllers who observed unusual radar returns during the best-known nights of 19–20 and 26–27 July.
He coordinated with:
- the airport's radar-equipped control tower;
- Andrews Air Force Base;
- pilots in the area;
- military authorities seeking interceptor support.
Barnes was primarily an instrument and operations witness. He did not report a close visual observation of a structured craft.

Barnes directly reported that:
- several radar returns appeared in positions without known traffic;
- the returns displayed movements he considered unlike ordinary aircraft;

The Air Force held a major press conference and proposed temperature inversions and anomalous radar propagation as principal explanations.
The January 1953 Robertson Panel reviewed the Washington events and broader UFO evidence. It did not validate extraordinary vehicles and recommended reducing public alarm and improving identification.

Pilots and ground observers reported lights during the same periods.
A meaningful correlation requires:
- exact time;
- pilot position;
- bearing and elevation;
- radar target position;
- continuous movement.
Some reports appear broadly related, but the public record does not provide complete second-by-second alignment.
A pilot seeing a light after being directed towards a radar target can also be influenced by expectation.
Interceptor Response
Military aircraft were launched.
The inability of interceptors to identify a target has several possible explanations:
- the returns were propagation artefacts;
- a physical target moved away;
- controllers lost correlation;
- pilots could not see a small or distant light;
- the timing and geometry were mismatched.
Claims that the targets deliberately avoided fighters are interpretations of disappearing returns, not measured intent.
Temperature Inversion and Anomalous Propagation
A temperature inversion can refract radar energy and display ground objects or other non-aircraft returns at unusual positions.

Visual observers could have seen:
- bright stars;
- meteors;
- distant aircraft;
- lights distorted by haze.
These sources do not explain radar directly, but can create apparent radar-visual corroboration during a period of heightened attention.
Raw-Data Preservation
The lack of raw plots is the central limitation.
Without them, modern analysts cannot evaluate:
- target strength;
- track continuity;
- range rate;
- scope persistence;
- relation to clutter boundaries;
- correspondence between sites;
- exact aircraft traffic;
- weather effects.
Barnes's professional testimony is important but cannot substitute for the data.
