Overview

On 16 July 1999, the French magazine VSD published a special issue built around Les OVNI et la Défense: À quoi doit-on se préparer?UFOs and Defence: What Should We Prepare For?—the document that became known as the COMETA Report. COMETA was not an official report of the French government, Ministry of Defence, Institut des hautes études de défense nationale (IHEDN), or Centre national d'études spatiales (CNES). It was produced by a private committee led by retired French Air Force General Denis Letty, with membership and contributors drawn heavily from senior military, aerospace, scientific and government-service backgrounds. The report carried a preface by retired Air Force General Bernard Norlain, former director of IHEDN, and a preamble by André Lebeau, former president of CNES. The report says that many members were former IHEDN auditors and that the committee worked for nearly three years. COMETA — original French report

This distinction between prestigious participants and institutional authorship is central to interpreting the document. The report was reportedly sent to President Jacques Chirac and Prime Minister Lionel Jospin, but it was not commissioned by either office. In 2007, when the report was made available through the French government's GEIPAN website, GEIPAN issued an explicit clarification: hosting the document did not mean CNES approved its conclusions. COMETA nevertheless occupies an unusual place in UAP history. Unlike a conventional civilian UFO book, it was framed as a defence-policy assessment written by people familiar with military aviation, weapons, aerospace engineering, intelligence and government administration. Unlike an official state report, its authors were free to move well beyond the cautious institutional language normally used by government agencies. They did.

The report concluded that the physical reality of unknown flying objects appeared nearly certain and argued that the extraterrestrial hypothesis was, in the committee's judgement, the best scientific hypothesis for the strongest cases, while acknowledging that it had not been categorically proved. It recommended improved pilot reporting, stronger French UAP research, better use of surveillance systems, international cooperation and strategic planning for the possibility that the hypothesis might ultimately prove correct. That conclusion made COMETA famous. It is also the point at which the report's reasoning requires its most careful scrutiny.

Institutional status and method

Private committee

The report's authority is often described through the résumés of its contributors. That is understandable. Letty was a retired Air Force general and former IHEDN auditor. Norlain had been an Air Force general and director of IHEDN. Lebeau had served as president of CNES. The committee members Letty publicly named included senior engineers, retired flag officers, a senior officer of the French domestic-security service, researchers and defence specialists. Among them were Michel Algrin, Pierre Bescond, Denis Blancher, Jean Dunglas, Bruno Le Moine, Françoise Lépine, Christian Marchal, Marc Merlo and Alain Orszag. COMETA report — foreword and membership

The report also thanked outside contributors including Jean-Jacques Velasco, then responsible for SEPRA at CNES; image-analysis specialist François Louange; military and civilian pilots Jean-Charles Duboc, Jean-Pierre Fartek and René Giraud; former Air France technical director Edmond Campagnac; Gendarmerie officer Michel Perrier; and personnel from French civil aviation and air-defence organisations. This is an unusually strong professional network for a private UFO study. It should affect how the report is read. The authors were familiar with military institutions and aerospace systems. Some contributors had direct involvement in French UAP investigations. Their judgement about what kinds of incidents might matter operationally cannot reasonably be dismissed as uninformed.

Professional expertise does not remove the need to examine method. A group can contain highly qualified people and still select evidence in ways that favour a prior conclusion. An engineer can assess engineering plausibility while relying upon an uncertain witness estimate. A former general can identify a defence implication without having direct evidence for the physical origin of an object. The committee's credentials therefore increase the significance of its arguments. They do not turn the arguments into official findings.

IHEDN connection

COMETA's relationship with IHEDN created much of the ambiguity surrounding the report's status. Norlain's preface says Letty approached him in March 1995 while Norlain was at IHEDN and that Norlain referred him to the Association of former IHEDN auditors, which supported the initiative. Letty's foreword says former auditors joined outside experts to form an independent study committee within the broader association environment. COMETA report That makes the IHEDN connection genuine. The difference resembles the distinction between a study written by former military officers and a study issued by the Ministry of Defence. Institutional association can give participants access, networks and relevant expertise. Formal institutional authorship carries additional approval procedures and responsibility for conclusions. COMETA had the former more clearly than the latter. This distinction became important enough that later French discussion repeatedly had to clarify that the report was private. GEIPAN's 2007 statement is the strongest official correction: the work of the private commission had been presented to GEIPAN's steering committee, which considered the work serious enough to make available as information, but the conclusions remained those of the authors and did not constitute CNES approval. Publication history

The public release was a magazine publication rather than a government printing-office document. The 1999 VSD edition reproduced the report as a special issue. The report's publication material identifies G.S. Presse Communication and a July 1999 copyright deposit. A contemporary Le Monde notice confirms that VSD published a special issue comprising a report by COMETA, whose members included former IHEDN auditors and whose preface was written by Norlain. The publisher describes it explicitly as work produced by the COMETA association and says the report had been brought to the attention of the President of the Republic and Prime Minister. The 2026 appearance does not convert COMETA retrospectively into a U.S. government report. It establishes that the document entered a U.S. government historical UAP records collection and was considered responsive to the PURSUE release process. Government custody and government endorsement remain different things.

Report structure

COMETA is much broader than a collection of sightings. Its first part presents selected witness cases. These include French military and civil aviation reports, the 1956 Lakenheath-Bentwaters radar-visual incident, the 1957 RB-47 case, the 1976 Tehran event, a 1990 Soviet case and the 1997 San Carlos de Bariloche incident. It also discusses ground observations and French close encounters such as Valensole, Cussac, Trans-en-Provence and the 1982 Amarante case. Importantly, the report includes two counter-examples of explained phenomena.

That demonstrates that the committee did not argue that every strange report was unexplained. The second part surveys French and international research, GEPAN/SEPRA methodology, radar, physical models and explanatory hypotheses. The third part moves from evidence review into defence planning, discussing possible strategic, aeronautical, scientific, political and social consequences. Finally, the report contains annexes on radar, astronomers, life in the universe, space colonisation, Roswell, historical chronology and psychosocial issues. COMETA report — contents

This architecture is both a strength and a weakness. It allows the authors to connect observations with policy. It also permits a relatively small selected case set to support much broader speculation than the cases themselves can independently establish.

GEPAN and SEPRA

COMETA's strongest institutional grounding came from the existence of a real French government UAP research structure. CNES created GEPAN in 1977 to develop methods for analysing reports of unidentified aerospace phenomena. GEPAN was replaced by SEPRA in 1988. In 2005, after an audit, CNES replaced SEPRA with GEIPAN, adding a stronger public-information mission. Police and Gendarmerie statements could provide structured witness information. Civil aviation and military services could supply contextual data. CNES specialists could compare reports with astronomical, meteorological and aerospace information. COMETA relied heavily upon this institutional history. It presented France's UAP process as evidence that systematic investigation was both possible and worthwhile. That argument is more secure than the report's claim about extraterrestrial origin. Whatever UAP ultimately represent, a structured system for gathering reports is better evidence practice than leaving each sighting to press speculation.

GEPAN method

The report describes GEPAN's investigation as combining four broad classes of information: the witnesses; the testimony itself; the physical environment, including weather, air traffic, photographs, radar and environmental traces; and the psychosocial environment, including beliefs and possible media influence. COMETA report — GEPAN method This is a sophisticated framework for rare-event investigation. It recognises that UAP analysis is not only a question of physics. A witness can be affected by expectation. A photograph can be affected by optics.

An observation can be correlated with aircraft traffic. A physical trace can be tested in a laboratory. A media wave can influence how later observations are described. The framework is also compatible with sceptical investigation. A rigorous UAP method should be designed to identify Venus, aircraft, balloons, rare weather and witness error just as readily as it identifies a residual unknown. COMETA's difficulty is not primarily that it cites the GEPAN method. It is the much larger inferential step from some strong cases remaining unexplained to one global hypothesis being judged substantially superior.

Historical classification

COMETA states that GEPAN/SEPRA's Category D cases—events remaining unidentified despite comparatively good evidence—represented approximately 4 to 5 percent of the cases in the period it reviewed. That figure was useful in 1999 as a description of the classification system COMETA was discussing. It should not be treated as a timeless property of French UAP reporting. GEIPAN's current public statistics use revised categories and presently report approximately 3.3 percent of cases as unidentified after investigation, while a much larger group remains unidentified because of insufficient data. Case classification also changes when new information becomes available. This is important for interpreting COMETA's reasoning. A residual unidentified percentage does not automatically represent a stable physical population. It reflects the interaction between the phenomena, evidence quality, investigation resources, classification rules and later re-evaluation. The more scientifically relevant question is what the best individual cases establish. COMETA understood this to some degree and built much of its argument around selected high-information cases.

Case analysis

AF3532

One of the report's strongest French aviation examples occurred on 28 January 1994. The crew of Air France flight AF3532, operating between Nice and London, reported an unusual object near Coulommiers while cruising at altitude. COMETA emphasised that the observation involved more than one crew member and that radar data recorded an unidentified track in the same broad period. The case remains in GEIPAN's modern public database as D1, meaning an unexplained event of moderate evidential consistency. This gives the case more weight than a purely anecdotal report. It does not make every parameter reported by the witnesses a measurement. The crew inferred a very large physical size from apparent angular extent and the estimated relationship between their aircraft and the object. Later GEIPAN work examined whether a meteorological balloon launched from Trappes could have been relevant. Météo-France calculations placed such a balloon in a different area and noted that its likely diameter was far smaller than the hundreds-of-metres scale estimated by the witnesses. That analysis weakens one conventional candidate. It does not independently establish the size of the reported object. The case remains useful precisely because visual testimony and radar evidence coexist while important geometric uncertainty remains.

Radar correlation

COMETA places substantial weight on cases in which radar and visual observation appear together. This is reasonable. Independent detection modes can reduce the probability that an event is entirely perceptual. The evidential strength depends upon several additional questions. Did the radar return occur at the same time and bearing as the visual object? Was range independently measured? Did more than one radar detect the target? Could anomalous propagation or clutter produce the return? Was the observer looking in the correct direction?

Were the records preserved contemporaneously? The 1956 Lakenheath-Bentwaters case, which COMETA cites prominently, illustrates the problem. The later Colorado analysis considered it unusually difficult. But Project Blue Book's own record proposed anomalous propagation and astronomical explanations for portions of the event, and later RAF aircrew interviews do not corroborate the famous visual tail-chase narrative in the form preserved in U.S. reports. The case therefore remains historically significant without being as clean as COMETA's summary implies.

For UAPRAD's detailed assessment, see Lakenheath-Bentwaters: The 1956 Radar-Visual Case. This example matters methodologically because COMETA often uses a case summary as a settled evidential unit. A deep historical review may show that the unit itself contains unresolved contradictions.

Trans-en-Provence

The 8 January 1981 Trans-en-Provence case is another foundation of COMETA's physical-evidence argument. A witness reported an object descending, remaining briefly near the ground and departing. GEPAN investigated after the Gendarmerie preserved the site. Soil and vegetation samples were analysed, and the case was documented in GEPAN Technical Note No. 16. GEIPAN's current database still classifies the case as D, describing it as a strange to very strange phenomenon of medium to strong consistency. This is stronger evidence than a later uncorroborated recollection because investigators had contemporaneous physical material. The evidential interpretation remains difficult. A physical trace demonstrates that the site underwent a physical process. Connecting that process uniquely to the object described by the witness requires exclusion of other causes and confidence in the chronology. COMETA treats the case as evidence supporting the physical reality of some PAN. That is a reasonable use of the investigation at a broad level. It is a stronger step to treat the trace as evidence for the extraterrestrial hypothesis.

The laboratory evidence does not identify the origin of the reported object.

Selection bias

COMETA did not claim to present every report in the French archive. It deliberately chose cases it considered particularly significant. That is appropriate for a strategic review asking whether any difficult cases deserve attention. It creates a serious limitation if the selected cases are then used to infer how the entire UAP population behaves. Suppose a database contains thousands of reports and a committee chooses the most unusual radar-visual cases, close encounters and physical-trace claims. The selected set will naturally display more unusual characteristics than the complete dataset.

One cannot infer from that selected sample that most UAP display those characteristics. COMETA sometimes moves from a curated group of high-strangeness cases toward broad language about unknown objects possessing remarkable performance. That is the report's central methodological vulnerability. The evidence may justify asking whether a residual physical phenomenon exists. It is less clear that it justifies treating the residual as one coherent class of intelligently controlled objects.

Solved counterexamples

A fair assessment should note that COMETA did not simply collect mysteries. Chapter 5 presents examples of phenomena that were eventually explained. One involved a strange object crossing a road. Another involved an intense light and environmental effects in a village. The authors used these cases to demonstrate that serious investigation can produce ordinary explanations and that an unexplained classification should not be assigned merely because an observation initially appears extraordinary. It shows awareness of false positives. It does not solve the selection-bias problem in the report's wider evidential argument. The unexplained cases selected for emphasis still represent a hand-picked subset of a much larger reporting population. The report does not provide a controlled statistical comparison capable of demonstrating that one extraterrestrial model explains the residual better than all competing mixtures of causes.

Committee interpretation

Physical reality

COMETA's synthesis argues that French and international investigations demonstrate the near-certain physical reality of completely unknown flying objects with remarkable performance and apparent intelligent control. This is one of the report's strongest propositions. Several weaker propositions are easier to defend. Some UAP reports concern real physical stimuli. Some have been recorded by radar. Some involve multiple independent witnesses. Some have produced physical or environmental data worthy of analysis. Some remain unidentified after serious investigation.

None of those propositions necessarily entails the next step: that the unresolved reports describe one class of unknown intelligently controlled craft. The logical gap can be illustrated with a mixed dataset. A radar case could involve propagation. A visual case could involve an aircraft at misjudged distance. A physical-trace case could involve an unidentified local process. A fourth case could involve a genuinely unknown vehicle. If all remain unresolved, the category still does not become one physical phenomenon. COMETA's report is strongest when arguing that some cases deserve more investigation.

It is weaker when the unexplained residue is treated as though common origin has already been demonstrated.

Extraterrestrial hypothesis

COMETA does not merely say that extraterrestrial origin cannot be ruled out. Its conclusion goes substantially further. The report says the extraterrestrial hypothesis is “by far the best scientific hypothesis”, while acknowledging that it is not categorically proved. COMETA report — conclusions This is the central proposition against which the report should be evaluated. A scientifically preferred hypothesis should do more than remain possible. It should explain the evidence better than alternatives and ideally generate predictions capable of discrimination.

COMETA attempts to build plausibility by discussing the age of the universe, the possibility of other civilisations, interstellar travel over long periods and speculative propulsion concepts. Those arguments address whether extraterrestrial visitation is physically conceivable. They do not demonstrate that the selected UAP observations were produced by extraterrestrial visitors. Plausibility of cause and identification of cause are separate steps. The existence of other technologically advanced civilisations could be highly probable and every COMETA case could still have a terrestrial explanation.

Conversely, a genuinely non-human object could exist even if the committee's preferred propulsion model were wrong. The hypothesis therefore has to be tested against the actual case evidence rather than supported mainly through general arguments about cosmic possibility.

Technical modelling

COMETA discusses possible explanations for reported motion, silence, electromagnetic effects and other characteristics. Magnetohydrodynamic concepts receive particular attention. The report suggests that sufficiently advanced control of ionised gases and electromagnetic fields could potentially help explain some apparently unusual aerodynamic behaviour. The existence of a theoretical model can be useful. It demonstrates that an observation does not automatically violate every conceivable application of physics. It does not demonstrate that the observed object used that mechanism.

This distinction is especially important where the model is motivated after the reported behaviour is selected. If witnesses report silent high acceleration, many speculative technologies can be proposed that might produce silent high acceleration. A scientifically discriminating model should predict additional measurable features that can then be sought independently. COMETA's modelling discussion is better understood as feasibility speculation and research suggestion than as reverse engineering of observed craft.

Terrestrial technology

The committee considered advanced terrestrial systems as one global hypothesis. This was a necessary alternative. By 1999, the history of the U-2, SR-71, stealth aircraft and other classified aerospace systems had already demonstrated that secret military technology could produce public observations exceeding what ordinary observers believed aircraft could do. COMETA argues that secret terrestrial systems cannot account for more than a minority of strong cases, partly because reports extend back too far historically. That argument has some force against the idea that one specific late-twentieth-century technology explains the entire UFO record.

It does not exclude different classified technologies at different times. Nor does it establish extraterrestrial origin for cases that remain after known projects are excluded. The hypothesis space is not binary. Unknown terrestrial technology, conventional objects under unusual viewing geometry, atmospheric effects, sensor artefacts and reporting errors can coexist. A residual may remain after all of them are considered. Its existence still does not identify itself.

Roswell appendix

COMETA's appendix on Roswell is one of the clearest places where the report becomes less disciplined. It discusses the 1947 incident, the U.S. Air Force's later reports, accusations of disinformation and Colonel Philip Corso's claims concerning recovered extraterrestrial technology. The report says the Air Force response is not incompatible with Corso's thesis and treats aspects of the American information environment as potentially deliberate public reassurance. A later government explanation can be compatible with many mutually exclusive theories. Corso's claims require independent documentary or material evidence. The fact that a government response could hypothetically be part of a cover-up cannot be used as evidence that the cover-up exists without making the hypothesis resistant to falsification. This section is important because it shows that COMETA's standards were not uniform across the report. Its French GEPAN discussion is often grounded in structured case investigation. Its Roswell and disinformation analysis relies more heavily upon contested secondary narratives and inference about hidden motives.

That difference should affect the weight given to its conclusions.

Government secrecy

COMETA was correct to emphasise that national-security institutions sometimes conceal information. The Cold War history of secret aircraft makes that unavoidable. Declassified records also show that U.S. intelligence agencies studied UFO reporting for reasons including foreign technology, air-defence vulnerability and psychological-warfare concerns. The mistake is to turn the existence of secrecy into evidence of one particular hidden fact. A classified radar report may be secret because the radar capability is sensitive. A secret-aircraft sighting may remain publicly unresolved because acknowledging the aircraft would compromise a programme.

An intelligence assessment may remain classified because it reveals sources and methods. None of those mechanisms requires recovered extraterrestrial technology. COMETA's call for transparency is therefore stronger than some of its inferences about what secrecy implies. This distinction remains relevant to current UAP disclosure debates.

Institutional legacy

Defence recommendations

Many of COMETA's practical recommendations have aged better than its claim that one hypothesis was “by far” the best. The committee urged better information for civilian and military aircrew. It called for greater resources for SEPRA. It proposed stronger use of civil and military surveillance systems. It encouraged structured databases, international cooperation and scientific work on unresolved phenomena. It also argued that senior political, military and administrative officials should be briefed on the issue rather than allowing ridicule to substitute for risk assessment. These recommendations do not depend upon extraterrestrial origin. An unidentified drone can create an aviation hazard. An unknown foreign surveillance platform can create an intelligence problem. A rare natural atmospheric phenomenon can be scientifically interesting. A sensor artefact repeated across platforms can reveal a systems-engineering problem. The strongest policy logic in COMETA is therefore origin-agnostic preparedness. If the object is unidentified and potentially operationally relevant, institutions benefit from better reporting and analysis regardless of the final explanation.

Strategic scenarios

COMETA also devoted substantial space to the possible intentions of hypothetical extraterrestrial visitors and the political, social and religious consequences of contact. As scenario planning, this is legitimate in a broad defence-studies sense. Military planning routinely considers low-probability events with large consequences. The evidential risk arises when scenarios become rhetorically adjacent to case evidence. Once a report spends many pages discussing what extraterrestrial visitors might want, a reader can easily infer that the preceding cases have already established their presence.

They have not. The report itself retains conditional language in several places. Its conclusion nevertheless moves close to treating extraterrestrial visitation as the organising framework around which preparedness should be built. That is a stronger recommendation than the evidence presented can compel. A better risk framework would separate: the probability that a phenomenon exists; the probability that it is technological; the probability that it is intelligently controlled; the probability that it is non-human; and the consequence if each proposition is true.

COMETA often treats those stages more continuously than the evidence warrants.

CNES clarification

GEIPAN's 2007 statement is one of the most important sources for assessing COMETA because it directly addresses the report's institutional status. GEIPAN said publication on its website did not in any way constitute approval by CNES. It said the private commission's working conditions had been presented to GEIPAN's steering committee, which was able to assess the seriousness of the work independently of conclusions that bound only the authors. This is a nuanced institutional position. CNES did not dismiss the report as unserious. It did not adopt its extraterrestrial conclusion.

That distinction is exactly how COMETA should be presented on UAPRAD. The existence of respected former officials and CNES-linked contributors gives the report historical and policy significance. The conclusions remain those of a private association.

GEIPAN’s position

GEIPAN has also addressed the relationship between COMETA and the extraterrestrial hypothesis directly. Its public FAQ says GEIPAN does not prohibit any hypothesis but concentrates upon collecting facts and making them available for research. It states that no formal scientific proof of either the existence or non-existence of extraterrestrial entities has been produced. The GEIPAN steering committee's position is that the possibility that some strong unexplained cases relate to advanced distant civilisations cannot be excluded, but remains an unproven hypothesis. This is materially more cautious than COMETA's conclusion that the extraterrestrial hypothesis is by far the best scientific explanation. The difference matters because GEIPAN is the actual CNES institutional successor to the French government research structure COMETA repeatedly cites. It demonstrates that one can take unexplained cases seriously without ranking extraterrestrial visitation as the leading established explanation.

Policy influence

COMETA became internationally prominent in UFO and UAP literature. Its combination of retired generals, engineers, CNES-associated expertise and defence framing made it unusual. Its policy impact inside France is harder to demonstrate. SEPRA did not immediately become a large, well-funded research institution. CNES instead commissioned an audit of SEPRA in 2001. That audit described a history in which GEPAN had once employed as many as seven full-time staff before shrinking substantially; SEPRA had a much smaller operational remit and staffing level. It would therefore be difficult to argue that COMETA's call for a major strengthened defence-oriented UAP capability was directly implemented in France. Its more durable influence was intellectual. It provided a defence-policy template later cited internationally: take high-quality reports seriously, treat uncertainty as a potential strategic issue, improve collection, and consider even low-probability hypotheses if the consequences would be large.

PURSUE republication

COMETA's appearance in the U.S. PURSUE archive in May 2026 gave the document a new layer of official custody. The Department of War copy is an English-language version of the 1999 report and preserves the publication information identifying COMETA as an association governed by the French 1901 law on associations, with copyright held by the 1999 publisher. It should not be described as U.S. endorsement of COMETA's conclusions.

PURSUE releases historical records because they are responsive to the UAP transparency directive. The archive includes primary reports, secondary analyses, correspondence, historical studies and other material of very different evidential quality. COMETA remains what it was in 1999: a private French report with unusually senior contributors. The 2026 release strengthens public accessibility. It does not change institutional authorship.

Historical significance

COMETA's lasting importance lies less in proving its preferred hypothesis than in changing the language through which UFOs could be discussed in a European defence context. The report treated UAP as an issue involving aviation safety, intelligence uncertainty, scientific methodology, information policy and strategic planning. It argued that ridicule was not a substitute for investigation. It encouraged governments to preserve and compare evidence. It treated trained pilot reports and radar data as potentially valuable without insisting that every report was extraordinary.

Those themes reappeared prominently in the post-2017 U.S. UAP debate. The comparison should not be exaggerated into direct institutional continuity. Modern ODNI, AARO, NASA and congressional reports generally use much more cautious language regarding origin than COMETA did. They also place stronger emphasis on data quality, collection bias, sensor modelling and the distinction between unresolved status and anomalous performance. In that sense, COMETA can be read as an important transitional document. It moved UFO discussion toward defence and evidence while still carrying several methodological habits of late-twentieth-century ufology: selection of classic high-strangeness cases, heavy reliance on witness credibility and a tendency to move from unexplained cases toward one preferred global explanation.

Its 2026 republication through PURSUE gives the report renewed relevance. The appropriate lesson is not that the U.S. government has now endorsed a 1999 French conclusion about extraterrestrial visitors. It is that a historically influential private study has become easier to inspect alongside the government records it cited and the modern UAP frameworks that followed. That allows COMETA to be evaluated as it should have been from the beginning: not by the status of the names on its cover, but by the strength of the evidence and reasoning inside it.

Evidence assessment

COMETA remains one of the most intellectually ambitious civilian UAP reports of the late twentieth century. Its strengths are substantial. The committee contained people with serious defence, aviation, engineering and scientific backgrounds. It drew heavily upon a real French government investigative tradition through GEPAN and SEPRA. It emphasised professional witness reporting, radar correlation, physical traces and multidisciplinary analysis. It included examples of conventional resolution rather than arguing that every report was mysterious.

And many of its practical recommendations—better pilot reporting, stronger databases, reduced stigma, improved sensor use and international cooperation—anticipate methods now considered central to serious UAP analysis. The report is less persuasive when it moves from those methodological strengths to its preferred global explanation. The case sample is selected rather than representative. Several major international cases were summarised through secondary or contested literature. Some reports contain uncertain estimates of distance, size and speed.

Radar corroboration varies in quality between cases. The report does not perform a controlled model comparison capable of establishing that extraterrestrial visitation explains the evidence better than a heterogeneous combination of conventional objects, rare phenomena, classified technology, sensor effects and a residual unknown category. The conclusion that extraterrestrial visitation is “by far the best scientific hypothesis” is therefore a judgement of the COMETA committee rather than a result demonstrated by the methodology presented.

That does not make the hypothesis irrational. The report usefully separates scientific plausibility from categorical proof and explicitly says the hypothesis is not proven. The problem is the comparative phrase by far the best. Plausibility of interstellar civilisation and selected unresolved cases do not by themselves establish comparative probability of visitation. The report's official status requires similar precision. It was not a French government white paper. It was not a CNES report. It was not an IHEDN institutional conclusion.

It was a private committee whose contributors included people with unusually senior government, military and aerospace backgrounds. GEIPAN later considered the work serious enough to host for public information while explicitly stating that CNES did not endorse the conclusions. That combination explains both COMETA's influence and the confusion surrounding it. The report deserves serious treatment. Its conclusions deserve critical treatment. Those positions are compatible.
