Overview
On 8 May 2026, the U.S. Department of War published the first tranche of records under the Presidential Unsealing and Reporting System for UAP Encounters (PURSUE), turning President Donald Trump's February transparency instruction into a functioning public records programme.
The Department described the release as the beginning of a rolling, government-wide effort involving the White House, Office of the Director of National Intelligence, Department of War, AARO, NASA, FBI and additional Intelligence Community organisations. Release 01 was historically important because it created a central federal portal through which very different classes of UAP-related evidence could be inspected together.
The current official archive lists 158 files in the first tranche and bulk download packages of approximately 1.2 GB of documents and 1.3 GB of video. A reconstruction of the current catalogue gives 79 Department of War files, 57 FBI files, 15 NASA files and seven Department of State files, consisting of 116 PDFs, 27 videos, 14 images and one audio record. Contemporary reporting on 8 May described approximately 162 files, including 120 PDFs, 28 videos and 14 images. The discrepancy appears to reflect the early catalogue structure rather than a substantive disappearance of source material. Independent tracking of the official WAR.GOV manifest found that the early database briefly contained extra cross-reference rows and was subsequently normalised to 158 unique file records without the underlying PDFs or videos being removed. This is a small technical point with a larger lesson.
A database row is not necessarily a unique evidential object.
Release 01 contains multi-part FBI files, videos related to accompanying mission reports, different media derived from one event and historical documents that had already circulated publicly. Counting records is useful for archival administration. It does not tell us how many independent UAP incidents exist or how strong the evidence is.
The same caution applies to the word unresolved.
PURSUE defines unresolved material as records for which the government cannot make a definitive determination about the nature of the reported phenomenon. It did not establish that the 158 records represented 158 anomalous technologies.

Implementation
The release followed the president's 19 February instruction that relevant departments and agencies begin identifying and releasing government files concerning UAP, UFOs, alien or extraterrestrial life and related subjects. The Department of War subsequently operationalised the instruction through PURSUE, with ODNI coordinating Intelligence Community declassification work. The 8 May announcement makes clear that the programme was intended to be iterative. DNI Tulsi Gabbard described Release 01 as the first stage of an ongoing joint declassification effort. Those statements matter more as institutional commitments than as scientific findings. The release programme was designed to improve access. The physical interpretation of an object still had to be established from the evidence inside each file.
Release composition
The Department announced the first release as containing new, never-before-seen UAP files.
Some material was genuinely new to public access or appeared with fewer redactions and additional pages.
Other records had already been public for years or decades.
The FBI's long-running 62-HQ-83894 flying-disc case file is a good example.
The first tranche includes eighteen sections from that file, containing reports and correspondence extending from the late 1940s into the 1960s. The FBI had previously released substantial portions through its FOIA systems, while the PURSUE edition provided a centralised presentation and, according to the Department's contemporary description, included fewer redactions and some newly declassified pages. The COMETA report provides an even clearer example.
The 1999 private French defence-oriented UAP report appeared in Release 01 under NASA's record grouping despite having been publicly available for decades. Its presence in PURSUE improves discoverability and establishes that it was responsive to the government's UAP records search. It does not make COMETA newly authored, newly declassified or endorsed by NASA.
The same distinction applies across the historical collection.
Newly published in PURSUE, newly declassified and newly discovered are different claims.
A rigorous account of the programme should keep them separate.
Historical and modern records
One of the most useful ways to understand the tranche is as two evidence layers placed into the same interface.
The historical layer contains flying-disc correspondence, early Air Force intelligence material, FBI case records, State Department cables, astronaut transcripts and other archival material spanning the 1940s through the early twenty-first century.
The modern operational layer contains military mission reports, Range Fouler forms, recent photographs and short sensor videos that had been submitted through government UAP reporting pathways, many involving events from the 2020s.
This combination is powerful for historical research. It is also analytically dangerous if the interface makes the files look equivalent. A 1949 memorandum may record what an intelligence officer believed. A 2022 infrared clip may record sensor contrast. A 1950 FBI memo may repeat what another agency told the Bureau. A modern mission report may contain the first-hand description of an aircrew. A NASA transcript may preserve astronaut terminology from a mission without establishing what an observed object was. They are all authentic records. They are not the same type of evidence.
Department of War material
The Department of War supplied approximately half of the current Release 01 catalogue. Its historical files include material from 1944-55, early Air Force flying-disc correspondence and groups of incident summaries. The same tranche contains dozens of modern military Mission Reports, or MISREPs, and short videos labelled as unresolved UAP reports. It shows how UAP-related information enters ordinary military reporting structures rather than existing only as special “UFO case files.” A mission report can contain structured operational fields alongside a free-text section describing an unusual observation.
One released Mediterranean report, DOW-UAP-D054, records a “triangular and metallic UAP” with an altitude of 24,989 feet and a speed of 168 knots in the visible unredacted text. The public document does not automatically tell an outside researcher whether every quantity was measured directly by the observing sensor, derived from another system or entered as an observer estimate. The surrounding operational context is heavily redacted. A numerical value should therefore be treated as a value reported in the military record, not automatically as a fully reproducible physical measurement. This is exactly why metadata matter.
Modern videos
The current catalogue contains 27 Release 01 videos, largely from Department of War sources. They include events listed in the Middle East, Iraq, Syria, United Arab Emirates, Greece, Gulf of Oman and other operational areas. Department of War — video catalogue For public communication, these were among the most visually compelling files. For quantitative analysis, many were weak. The objects frequently appear as small areas of infrared contrast without independently available range, target dimensions, full sensor specifications, platform motion or complete event history. A short clip can establish that a sensor displayed something. It may not establish how large or distant that thing was. Without distance, angular movement cannot be converted reliably into physical speed.
Without the observing platform's motion, apparent target movement can be dominated by parallax. Without the sensor's optical state, apparent morphology can be affected by focus, saturation or processing. Release is therefore not the end of analysis. It is the point at which analysis can begin publicly.
Scientific Coalition critique
On 12-13 May, the Scientific Coalition for UAP Studies published a preliminary evaluation of Release 01. SCU welcomed the transparency initiative but argued that the first tranche fell short of what was needed for systematic scientific study. Its criticism was specific. The organisation said critical video metadata—time, date, location, range, altitude and speed—were absent or redacted in many files. It said stand-alone reports and videos were often released without the corresponding investigative history, assessments, interviews or analytical conclusions. It also said much of the FBI material was already public and identified major chronological and agency gaps in the first tranche. Its methodological point is nevertheless strong. A scientific analysis needs enough context to test competing explanations. A video without range and platform geometry can be authentic while remaining physically underdetermined. A witness report without the government's follow-up investigation tells researchers what was reported, not what investigators subsequently found. The best way to improve future releases is therefore not merely more files. It is more complete case packages.
Historical and scientific value
This distinction is central to assessing Release 01. For historians, an old memorandum can be extremely valuable even if it cannot identify the object described. It can show what an agency knew at a particular time. It can reveal which office received the report. It can preserve a witness's original language before later retellings changed it. It can show how government policy evolved. For physical science, the same document may be weak because it lacks instrument data. PURSUE's first tranche is unusually strong as institutional history. Its scientific value is much more variable. This is not a contradiction. Different research questions require different evidence.
FBI records
Release 01's FBI material is particularly useful for illustrating the difference between agency custody and agency validation.
The 62-HQ-83894 files include reports, correspondence, witness information and material forwarded between offices.
Some entries involve famous historical cases.
The Roswell-related FBI memo is an example.
It records that an Air Force major told the FBI that an object described as a flying disc had been recovered and then describes the object as connected to a balloon. CBS News — Roswell memo in Release 01 Department of War — FBI Release 01 files
The memo is an authentic FBI record.
It is evidence of what the FBI was told.
It is not a separate FBI laboratory examination of the Roswell debris.
Likewise, a citizen report preserved in an FBI case file establishes that the report reached the Bureau.
It does not mean FBI investigators independently confirmed the witness's interpretation.
This is an essential principle for reading historical intelligence and law-enforcement archives.
Agency possession is provenance, not automatic endorsement.
Modern FBI material
The first tranche did not restrict the FBI contribution to old flying-disc files. Modern FBI records include images and statements connected with more recent UAP reporting. Some files came from U.S. government or military systems and were later supplied to AARO. Others concern interviews or witness accounts. This demonstrates a more recent institutional role for the Bureau: not operating a public UFO programme of its own, but preserving or transmitting information relevant to federal UAP investigation. Again, the distinction between evidential layers matters. An FBI interview is strong evidence of what a witness said. A photograph supplied with an interview may be direct visual evidence. Later PURSUE releases made this distinction even more explicit. Release 01 already showed why it was necessary.
NASA records
NASA supplied 15 files in the current canonical Release 01 catalogue. They include Gemini and Apollo transcripts, crew debriefings, lunar-surface photographs and one Gemini 7 audio excerpt. Original mission transcripts and audio allow the wording to be checked directly. That is a genuine research improvement. The term “bogey” in a Gemini transcript, for example, has to be interpreted in the operational language of the crew rather than through later cultural meaning.
Similarly, observations of flashes, debris or lights during Apollo missions have to be analysed within the known environment of spacecraft operations, orbital debris, ice particles, venting, optics and celestial backgrounds. NASA's presence in PURSUE establishes archival relevance. It does not mean NASA classified each listed mission observation as evidence of extraordinary spacecraft.
Apollo 17 image
One of the most discussed files in the first release was an Apollo 17 lunar photograph that the PURSUE archive describes as containing three dots in a triangular formation in the lunar sky. Contemporary coverage reported that the photograph had been public before 2026 but that the U.S. government had initiated a new review and obtained the original film.
The government caption said preliminary analysis suggested the image feature might result from a physical object in the scene rather than a purely photographic artefact, while noting that no consensus existed concerning the anomaly. The phrase physical object in the scene requires restraint. It does not mean spacecraft. It can include nearby debris, dust, mission hardware or another ordinary object physically present when the image was taken. Establishing that a mark is not a film defect is one analytical step. Identifying the object is another.
The renewed access to original film is scientifically more important than the triangular visual arrangement by itself because the source negative can help distinguish processing artefacts from features actually present in the exposure.
State Department records
The seven State Department records include historical Washington memoranda and diplomatic cables concerning reports in Papua New Guinea, Kazakhstan, Georgia, Mexico and Turkmenistan. Department of War — State Department UAP records
These documents expand the archive beyond U.S. military observations. A diplomatic cable can show that a foreign government or embassy considered an aerial report worthy of communication. Its intelligence value depends upon sourcing. A cable may contain a direct embassy observation. It may relay a host-government report. It may summarise local media. It may record uncertainty over whether an object was an aircraft, missile or other phenomenon. The existence of an embassy cable therefore establishes official transmission of information, not independent confirmation of every event described. For historical research, this provenance is extremely useful because it can reveal how an incident moved between foreign and U.S. government systems. For physical interpretation, the original witness or sensor evidence remains necessary.
Chronological gaps
SCU highlighted a long apparent gap between the mid-1970s and the mid-2010s in the first tranche. That gap should not be interpreted as evidence that the U.S. government received no UAP reports during those decades. PURSUE was explicitly a rolling release system. Records from other agencies and time periods appeared in later tranches. The correct interpretation on 8 May was that the first tranche was incomplete by design. This is one of the most important differences between a rolling disclosure archive and a closed historical collection. Absence from Release 01 could mean: the record had not yet been located; another agency controlled it; it was undergoing security review; it had already been published elsewhere and was not included in that tranche; or it had not yet been selected for publication.
It did not prove the record did not exist.
Agency coverage
The current Release 01 catalogue contains Department of War, FBI, NASA and State Department material. It contains no CIA, Department of Energy, NSA, NRO or DIA category in the tranche. SCU specifically criticised the absence of records from agencies known to possess relevant historical material. Later releases partly answered that criticism. Release 02 introduced CIA, DOE and ODNI records. Release 03 added a large CIA component and additional agencies. Release 04 added more DOE material. This later history is useful for judging the first release fairly. The agency gaps were real on 8 May. They were not permanent evidence that those agencies had been excluded from PURSUE. The first tranche should be assessed as the opening state of a rolling programme, not as the final government-wide disclosure corpus.
Catalogue versioning
The revision from early approximately 161-162-entry counts to the current 158-file catalogue is more than a clerical curiosity. Independent archive tracking found that the difference arose from how the WAR.GOV catalogue represented cross-references and duplicate rows rather than from removal of underlying files. This demonstrates why serious UAP archives need stable identifiers, checksums and version history. If a researcher downloads an early CSV and another downloads the same release months later, their record counts can differ even though the source files are materially the same. Without change logs, that discrepancy can be mistaken for document withdrawal. PURSUE later adopted more stable identifiers for many modern files. That is a useful transparency improvement.
A disclosure programme should preserve not only the records but the history of its own catalogue.
What the release establishes
Release 01 established several things more strongly than it established any physical UAP explanation. It demonstrated that UAP-related records existed across multiple agencies. It showed that modern military reporting had generated structured mission reports and sensor videos that reached AARO. It made a large FBI historical case file easier to examine. It collected NASA mission material and State Department cables into the same public interface. It showed the administration had moved from a February political statement to a real rolling declassification and records-publication system. It also showed that government itself considered some published material unresolved rather than pretending every file had already been explained. Those are meaningful findings. None requires an extraterrestrial interpretation.
What remains unestablished
The first tranche did not establish a common origin for the released observations.
It did not show that every record was newly declassified.
It did not mean every file had been analysed by AARO.
The Department's own announcement says many materials had been reviewed for security release but had not yet been analysed for resolution of the anomaly. Department of War — Release 01 announcement
That is a critical distinction.
Security review asks whether information can be made public.
Case analysis asks what the information means.
A video can pass the first process without passing the second.
Likewise, the inclusion of a historical document in the archive does not mean current government analysts endorse the interpretation written by its original author.
This may be the single most important rule for using PURSUE responsibly.
Analysis and reproducibility
The first tranche created an unusual inversion. Historically, UFO researchers often complained that the government possessed both the evidence and the analysis but released neither. Release 01 often made evidence public while leaving the analytical history incomplete. That is an improvement. It is also frustrating scientifically. If AARO or another agency previously examined a video and rejected several explanations, those analytical steps matter. If investigators concluded that range could not be determined, that matters. If a case was reopened because another record appeared, that matters. Without the investigation file, outside researchers can repeat work unnecessarily or mistake an unresolved administrative status for a strong anomalous finding.
Future transparency therefore benefits from publishing case reasoning, not merely case media. AARO's later 2025-26 case-resolution products—GOFAST, Puerto Rico, Mt. Etna and others—show a better model because they expose significant parts of the methodology alongside the conclusion.
Historical significance
The first PURSUE tranche changed the structure of the UAP disclosure debate.
Before May 2026, researchers often moved among AARO, NARA, FBI Vault, CIA Reading Room, service FOIA libraries, DVIDS, NASA archives and private repositories to reconstruct the government's UAP record.
Release 01 began placing multiple agency records behind one federal search interface.
That did not eliminate the need to return to original agencies.
It created a common discovery layer.
The programme also exposed the next problem.
Transparency is not simply a question of whether a file is public.
A useful scientific record requires provenance.
A useful video requires geometry.
A useful historical case requires the original investigation.
A useful database requires stable record identifiers and version control.
A useful government archive must distinguish what is newly declassified from what is being republished for convenience.
Release 01 made all of those weaknesses more visible precisely because the material was finally accessible enough to inspect at scale.
That is a productive form of criticism.
By August 2026, later PURSUE tranches had already begun filling some of the agency and evidential gaps visible in May.
The first release should therefore be judged neither as a failed “disclosure” because it contained no decisive extraordinary proof, nor as proof that the government had now exposed its complete UAP record.
It was the opening tranche of a continuing evidential system.
Its long-term historical value will depend upon whether that system progresses from publishing files to publishing enough context that the strongest cases can actually be tested.
Assessment
PURSUE Release 01 was a major institutional success and a limited scientific release. Those conclusions are compatible. It was a major institutional success because the government created a working multi-agency portal, published a large initial archive and committed to recurring tranches. The current first-release corpus spans 158 files across defence, law enforcement, civil spaceflight and diplomacy. That breadth is historically unusual. The release also established a public evidential chain for many records that previously circulated through secondary archives or unofficial copies. Its scientific limitations are substantial. Many modern videos lack the range, platform geometry and sensor metadata required for physical reconstruction. Historical case files often establish reporting and government interest rather than object identity.
NASA mission material can preserve an unexplained observation without showing that it was anomalous. FBI custody can authenticate a government file without authenticating the interpretation of the witness inside it. State Department cables can establish intelligence transmission without independent corroboration. The SCU criticism that case packages were incomplete is therefore methodologically persuasive even though SCU approaches the subject as a UAP research organisation. The first release's mixture of previously public and newly available material also means raw file count is a poor measure of new disclosure. Some of the value came from centralisation and reduced redaction, not first-time revelation. The Apollo 17 photograph illustrates the better potential of the programme. The government said it was returning to original film for additional analysis. That is more scientifically useful than adding another compressed copy to the internet.
The same standard should be applied to military sensor cases: find the native source, preserve the metadata, document the analytical chain and release the variables required for independent checking wherever national security permits.
The strongest conclusion from Release 01 is therefore about infrastructure. The government created a public place where primary UAP-related records could be examined and revised over time. The first contents were uneven. The architecture made better future disclosure possible.
