Overview

In mid-June 2026, the United States government created a new UAP Governance Board intended to coordinate UAP-related work across intelligence, defence, law-enforcement and civilian agencies. At almost the same time, Harvard astrophysicist Avi Loeb announced that he had been asked to assemble and chair an external UAP Science Advisory Council that would provide scientific advice to the new governance structure.

The two bodies are related but should not be treated as the same organisation.

An Office of the Director of National Intelligence official told Liberation Times that ODNI, the FBI and the Department of War had established the Governance Board to provide interagency guidance, recommendations and coordination in support of the President's UAP-transparency directive. The quoted mission says the board is intended to combine the different authorities of participating agencies, improve the investigation and collection processes supporting AARO and assist with timely coordination of UAP declassification under Executive Order 13526. The first meeting date is reported slightly differently across contemporary coverage. The 16 June Liberation Times report says the ODNI official told the outlet that the board had met for the first time “yesterday,” implying 15 June. DefenseScoop, publishing on 17 June, separately quoted an ODNI official saying the board had met “yesterday,” which would imply 16 June. A later MeriTalk report gave 17 June. No publicly posted board minutes or signed charter reviewed for this page resolve the discrepancy. This deep dive therefore treats mid-June 2026 as secure and uses 15 June only as the structured timeline anchor because it is the earliest contemporaneously reported date. The most consequential limitation was public from the beginning.

Loeb said all data shared with the Science Advisory Council would be unclassified.

That design has genuine advantages for transparency: findings based on unclassified material can potentially be published and scrutinised by scientists outside the national-security system.

It also creates an obvious evidential constraint.

Some of the UAP material most relevant to military sensor performance, intelligence collection, classified domestic programmes or adversarial systems may remain unavailable to the outside scientists asked to evaluate the subject.

The new architecture therefore addresses one long-running UAP problem—fragmented interagency coordination—while leaving another intact: the researchers most able to publish openly may not have access to the government's strongest classified evidence.

Chronology

Governance Board

One point requires particular care because the phrase “official government board” can imply a level of public documentation that did not initially exist. The board's existence is not merely an assertion by Loeb or UAP advocates. ODNI officials confirmed it to multiple specialist federal and defence-news outlets. Liberation Times quoted the board's stated mission in detail. DefenseScoop independently quoted an ODNI official describing the board as an interagency body created by ODNI, FBI and the Department of War. MeriTalk later reported the same basic structure based upon an ODNI spokesperson. That is meaningful government confirmation.

As of the 26 August 2026 review date, however, searches of the public ODNI, FBI, Department of War and AARO sites did not identify a standalone official Governance Board webpage, published membership roster, public meeting minutes or a downloadable signed charter.

This distinction matters. The fact of the board is well supported. The full internal governance documentation is not public. That limits outside assessment of voting rules, chairmanship, decision rights, agency representation, records-management procedures and the extent to which board recommendations bind participating agencies. The board should therefore be treated as a confirmed interagency coordination mechanism whose detailed operating structure remains only partly visible publicly.

What the board is supposed to do

The mission quoted by ODNI contains three related functions. First, the board is intended to bring together military, law-enforcement, Intelligence Community and civilian-agency capabilities so UAP questions are not handled in institutional isolation. Second, it is supposed to integrate and optimise interagency investigative and data-collection processes so that AARO receives more effective support. Third, it is intended to assist with timely coordination of declassification. These are substantial goals. They also address documented weaknesses rather than hypothetical ones. Earlier ODNI and DoD reports repeatedly identified fragmented reporting, uneven sensor data and interagency coordination as obstacles to UAP resolution.

The Department of Defense Inspector General concluded in its 2023 evaluation that DoD lacked a comprehensive, coordinated approach across components. PURSUE then created a government-wide UAP records-release process in 2026. A Governance Board positioned above individual agency efforts is therefore institutionally plausible as an attempt to make those systems work together. The board's existence should not be interpreted as evidence that government officials had reached a new conclusion concerning extraterrestrial or non-human origin. Its stated purpose is coordination around national-security threats posed by unidentified phenomena, investigation, collection and declassification. That mission remains origin agnostic.

Coordination is not the same as new declassification authority

The board's declassification role is especially easy to overstate. The quoted charter language says the Governance Board will assist in the timely coordination of declassification in accordance with Executive Order 13526.

Executive Order 13526 is the long-standing executive-branch framework governing classification and declassification of national-security information. It establishes original classification authorities, derivative classification rules, declassification processes and protections for intelligence sources and methods. The UAP Governance Board does not, on the public evidence reviewed here, supersede that system. It does not automatically declassify a video merely by requesting it. It does not eliminate the authority of the originating agency. It does not erase statutory restrictions, privacy protections or foreign-government obligations. Its role appears to be coordination: reducing the bureaucratic friction that occurs when a record involves several agencies, sensors, classification authorities or operational equities. This can still be significant. A UAP video may be owned by one military service, contain intelligence from another agency, reveal a sensor whose specifications are controlled elsewhere and relate to an AARO investigation. A cross-agency board can potentially resolve those referrals faster.

But the board should not be described as a new independent declassification authority unless a public legal instrument establishes that power.

board adds another layer rather than replacing AARO

The new governance arrangement does not replace AARO.

The ODNI mission statement quoted in reporting explicitly says the board should improve support to AARO.

That positions AARO as the principal investigative and resolution office while the board addresses the cross-government coordination problem around it.

This distinction is useful.

AARO can analyse a specific sensor event.

The Governance Board can address why relevant data from another agency have not reached AARO, how interagency collection should be improved or how several agencies should coordinate declassification of the result.

The Science Advisory Council can then advise on scientific analysis of the information made available to it.

These are different functions.

If they work as intended, the architecture creates a chain:

operational reporting and agency data → interagency coordination → AARO analysis → outside scientific advice where appropriate → public release where releasable.

The existence of that chain does not demonstrate that every stage is working effectively.

It provides a clearer structure against which performance can be judged.

Science Advisory Council

Loeb says that an ODNI representative approached him and asked whether he would establish and lead a UAP science advisory group. In his later July account, he described the request as coming approximately a month and a half earlier and said the council would report to the UAP Governance Board. Early announcements often said the council had been created by or for the White House, AARO, ODNI, FBI and Intelligence Community collectively. The subsequent interagency structure is more precise. ODNI, FBI and the Department of War established the Governance Board. The external council is one of several outside advisory groups supporting that board. Loeb was asked to assemble the scientific team.

That is better described as a government-requested external advisory council than as a White House scientific office. The distinction matters because the council has neither the statutory authority nor the classified-system access of AARO or ODNI. Its influence depends upon the quality of its advice and whether agencies provide it useful evidence.

Membership deliberately spans advocates and sceptics

The council's membership evolved during its first weeks.

Loeb initially announced a smaller core team and then added members with expertise in statistics, data analysis, artificial intelligence, instrumentation, astrophysics, oceanography, biology, materials science, anthropology, psychology, economics and communication.

Publicly named members have included Carol Cleland, Richard Cloete, Omer Eldadi, Tim Gallaudet, Robin Hanson, Ross Howard, Kevin Knuth, Devesh Nandal, Garry Nolan, Regina Sarmiento, Michael Shermer, Peter Skafish, Matthew Szydagis, Jennice Vilhauer and others added later as the group expanded. The inclusion of Michael Shermer, founder of Skeptic, was deliberate. Shermer's organisation said he had been appointed to contribute experience in scientific scepticism, anomaly investigation and critical thinking. A single sceptical member does not automatically create methodological balance. Several other participants have prior public involvement in UAP research or organisations that consider non-human explanations worth serious investigation. The council's composition should therefore be judged by how it makes decisions, not by counting individuals as believers or sceptics.

Transparent methods, explicit confidence levels and adversarial review matter more than symbolic ideological balance.

The appointment of Loeb drew criticism from scientists who have challenged his earlier work on possible extraterrestrial technology. Associated Press reporting reproduced by The Washington Post quoted Arizona State University astrophysicist Steve Desch arguing that Loeb's methods had produced unwarranted exotic conclusions in earlier research.

These criticisms are relevant. They should not be converted into a verdict that the council is scientifically invalid before it produces work. Loeb has a substantial peer-reviewed career in astrophysics.

He has also publicly advanced controversial extraterrestrial interpretations—most notably concerning the interstellar object ʻOumuamua and material recovered from the Pacific in connection with meteor CNEOS 2014-01-08—before broad agreement developed around those conclusions.

That history creates a reasonable concern about prior probability and evidential threshold. The correct test is therefore prospective. Does the council publish reproducible analyses? Does it disclose assumptions? Does it quantify uncertainty? Does it allow sceptical members to document dissent? Does it correct itself when a conventional explanation fits the evidence better? The council's credibility will depend upon those behaviours more than upon the reputations of either its supporters or critics.

Loeb says the council will begin with human technology

One of the more important statements in the AP interview is that Loeb says the council will start with the assumption that UAP are human-made and approach the problem from a national-security perspective. That is a useful methodological commitment. It reduces the risk that the council's existence is interpreted as a government endorsement of the extraterrestrial hypothesis. It is also consistent with the Governance Board's formal national-security remit. If an unidentified object near a strategic site is a foreign drone or reconnaissance platform, that may be a more urgent defence problem than an exotic scientific question.

A scientific analysis should therefore eliminate known aircraft, balloons, satellites, sensor artefacts, weather, astronomical sources and plausible domestic or foreign technology before escalating to less conventional explanations.

Loeb's previous public interest in extraterrestrial technology makes it especially important that this order of analysis be visible in the council's work rather than merely stated.

unclassified-only rule is the council's central structural limitation

Loeb told DefenseScoop that all data shared with the new scientific team would be unclassified. This has sometimes been described as meaning the scientists are “barred from the evidence.” That framing is too broad. There is already substantial unclassified UAP material available through AARO and PURSUE. Some cases can be analysed meaningfully from released videos, witness statements, weather, ADS-B records, astronomical data and public sensor metadata. The more precise issue is that the council does not automatically have access to the classified subset. That can matter in at least three ways. First, the native sensor file may contain higher-resolution data than the public export. Second, range or platform information necessary for kinematic reconstruction may remain classified because it reveals sensor capability.

Third, deconfliction against sensitive U.S. or allied programmes may require information the council cannot see. The unclassified-only rule therefore does not make the council useless. It limits the questions the council can answer independently. A scientifically careful council should state explicitly when a conclusion is impossible because the necessary classified data were withheld.

Openness and access pull in opposite directions

The council embodies a real institutional trade-off. If every member receives broad classified access, public discussion of the analysis becomes more difficult. If the council works only with unclassified material, its work can be published but may omit decisive evidence. This is not unique to UAP. Independent scientific advice in intelligence-related fields frequently encounters the same tension. Several models are possible. A fully unclassified council can analyse public evidence and recommend future sensors. A smaller cleared subgroup can review sensitive data and publish sanitised methodological findings. Government analysts can perform classified calculations and provide derived quantities to outside scientists. The Governance Board can prioritise declassification of the specific variables required for independent replication.

As of August 2026, no publicly announced classified read-in for the Science Advisory Council had been identified in the sources reviewed here. That means the council's strongest path to scientific value may be prospective collection, where sensors and release rules are designed in advance.

More than fifty information items requested

By late June and July, the council had moved beyond its initial announcement. Loeb said the group had submitted a request for more than 50 items of information concerning past UAP incidents and possible related material. The council's own public website later recorded the request in its first announcement, and Loeb repeated the figure in July. Public reporting has described the request as covering videos, images, documents and other information. As of the review date, the public council site did not provide a full itemised catalogue showing which records were requested, which agency held each item, what was supplied or what remained denied or pending.

That limits accountability. The council can say it asked for 50-plus items. Researchers cannot yet independently calculate a response rate. A more mature transparency system would publish at least a non-sensitive request log containing item name, date requested, recipient, status and release outcome.

council's first task should be separating evidence classes

The PURSUE releases illustrate why outside scientific review needs a disciplined evidence hierarchy. Some released items are native or near-native military videos. Others are digitally altered derivatives. Some are witness statements. Some are FBI artistic reconstructions. Some are intelligence reports containing second-hand information. Some are historical documents that were already public before PURSUE republished them. Treating all of these as “government UAP data” can create false equivalence. The Science Advisory Council is well placed to insist upon distinctions such as: measured sensor variable; observer estimate; analyst inference; digital reconstruction; source-derived terminology; and later hypothesis.

This is particularly important when sensational titles such as “instant acceleration,” “formation,” “USO” or “mother orb” appear in file names. The title can help locate the record. It should not be treated as a validated physical description.

Western U.S. case was an early test of the council's framing

The council emerged immediately after PURSUE Release 03, which included AARO's analysis of the 2023 Western United States event. AARO found that approximately 60 percent of the reported activity could plausibly be matched to U.S. military aircraft deploying infrared countermeasure flares. The remaining reported phenomena stayed unresolved.

AARO listed “Unrecognized Technology (Pending)” as a preliminary exclusion-based hypothesis but explicitly said that hypothesis was based on narrative testimony and remained unsubstantiated by technical data or physical evidence. AARO — Western United States Event analysis

Loeb cited the case when explaining why outside science was needed. That is reasonable. The case is also a test of whether the council will preserve AARO's qualifications. The scientifically interesting fact is not simply that “40 percent could not be explained.” It is that six professional witnesses reported a residual set of observations after a strong partial flare correlation, while no contemporaneous technical data were collected for that residual. The correct scientific response is better future measurement, not an origin conclusion extracted from missing data.

Better sensors may be the council's most defensible contribution

Loeb has repeatedly argued that the UAP problem is a “detective story” that can be resolved with better data. That principle is stronger than any particular interpretation of existing video. A scientifically designed UAP sensor system should ideally measure: precise time; multiple viewing angles; range; angular position; optical and infrared imagery; spectral information; radar or lidar where appropriate; weather; local aircraft and satellite activity; and instrument calibration. If two or more stations can observe the same target synchronously, triangulation can constrain distance and speed. That immediately removes one of the largest sources of error in historical UAP reporting: turning angular motion into linear velocity without range.

A council able to influence future collection standards may therefore make a larger contribution than one attempting to settle decades-old cases from incomplete clips.

Implementation and public record

By 20-21 August, Loeb described a more concrete next step.

In a Sol Forum discussion with council members including Garry Nolan, Peter Skafish and Anita Goel, he said the council was engaged with government in planning a future field experiment in which scientific instrumentation would be deployed to collect new data.

He also repeated that the council wanted information concerning past incidents beyond the five PURSUE tranches released by that point. A prospective experiment is scientifically stronger than retrospective interpretation if the protocol is well designed. As of 26 August, however, the public record did not specify the experiment's location, deployment date, sensor package, target-selection rule, pre-registration protocol or data-release policy. Those details will determine whether the proposed field work is a controlled scientific effort or simply an instrumented observation campaign. The difference is substantial.

Pre-registration would materially improve credibility

The council can address some of the criticisms directed at UAP research through pre-registration. Before collecting data, it could publish: what counts as a detection; which sensor artefacts are known; what thresholds define anomalous behaviour; how balloons, aircraft and satellites will be excluded; how independent analysts will be blinded; how data will be archived; what statistical tests will be used; and under what conditions the team will revise or reject a hypothesis. Pre-registration reduces hindsight bias. Without it, investigators can select unusual-looking events after examining a large dataset and then create explanatory criteria around those events. This is a particularly important risk in UAP research because millions of ordinary detections can generate rare sensor artefacts by chance.

A scientifically credible council should expect most unusual detections to become ordinary after investigation. The research design must make room for that outcome.

council should publish negative results

A serious scientific programme will produce many null findings. Sensors may operate for months without recording anything outside known categories. An apparently strange target may resolve to a balloon. A dramatic video may be explained by motion parallax. A reported material sample may prove industrial. These are not failures. They are part of narrowing the hypothesis space. The pressure surrounding UAP can reward spectacular results and ignore mundane ones. A council whose chair has a high public profile faces an especially strong incentive problem: the most unusual interpretation receives the most attention. Publishing null results, rejected hypotheses and failed replications would therefore be one of the strongest signals that the council is functioning scientifically rather than performatively.

Peer review should not be confused with publicity

Critics of Loeb have repeatedly argued that he sometimes moves provocative interpretations into public discussion before a broad peer-review process has tested them. Loeb responds that scientific culture can become excessively conservative and that unusual hypotheses deserve open examination. There is a legitimate tension here. Public communication can accelerate scrutiny. It can also lock a dramatic interpretation into public consciousness before alternative explanations have received equal attention. The council can improve this by separating stages: preliminary internal hypothesis; technical working paper; adversarial review; public release; and peer-reviewed publication where appropriate. A press interview should not become the primary venue where a physical conclusion is first announced.

The most consequential UAP claims deserve enough methodological detail that outside experts can reproduce or falsify them.

Membership breadth does not substitute for data quality

The council includes impressive expertise. That fact is relevant. It is not decisive. A team containing astrophysicists, psychologists, data scientists, oceanographers and material scientists cannot infer a target's range from a video if the range data were never collected. No amount of prestige recovers missing telemetry. This is why the relationship between the Science Advisory Council and Governance Board matters. The council can recommend what evidence it requires. The board and member agencies control whether that evidence can be located, declassified or collected prospectively. If the council repeatedly receives only low-resolution or derivative public material, its ability to resolve difficult cases will remain limited regardless of membership quality.

The true test of the 2026 architecture is therefore not the creation of the council. It is whether the governance structure can deliver scientifically adequate data.

council's lack of a dedicated budget is another practical limitation

Loeb told the Harvard Crimson that the council had no dedicated budget and that participation was voluntary and unpaid.

That is useful evidence about institutional status.

The council is not a new federal research agency with an independent appropriated programme.

This can preserve independence from one kind of institutional pressure.

It also limits the council's ability to commission large experiments, hire analysts, maintain long-term sensor networks or reproduce expensive government analyses.

The proposed field experiment therefore raises an obvious implementation question:

who will fund the instrumentation, deployment, data storage and analysis?

No complete public budget or funding mechanism had been published by the review date.

That should remain a practical question rather than a criticism by implication.

board's own outputs are still difficult to see

The Governance Board is the more powerful part of the architecture, yet it is less visible publicly. The board can potentially improve interagency support, resolve classification referrals and align investigation standards. The public cannot presently evaluate those functions easily because public board minutes, declassification schedules, votes and recommendations have not been identified. PURSUE Releases 04 and 05 appeared after the board's creation, demonstrating that the wider release programme continued. That does not establish how much the board influenced those tranches. A release would likely have occurred under PURSUE's existing cadence even without a board. The correct question is whether the Governance Board produces measurable changes: faster interagency declassification; better metadata; more complete native files;

clearer chains of custody; cross-agency case packages; or formal implementation of scientific recommendations. Without those outputs, the board's value remains difficult to distinguish from additional administrative coordination.

Science Advisory Council can be assessed more directly

The external council has an advantage in this regard. Loeb has promised public communication. The council created a public website. It has disclosed its request for more than 50 information items. Its members have spoken publicly about methodological goals. By August, Loeb was discussing prospective field research. These are observable outputs. They remain early-stage outputs. A request is not an analysis. A website is not a methodology. A plan for field work is not a completed experiment. As of 26 August 2026, the council's long-term scientific value remained genuinely open. The appropriate evaluation is therefore prospective rather than celebratory or dismissive.

Historical significance

The June 2026 governance development marks a new stage in the modern UAP institutional cycle. The UAP Task Force centralised military reporting. AARO created a statutory all-domain investigative office. PURSUE created a rolling public records-release system. The Governance Board adds cross-agency coordination above the case office. The Science Advisory Council adds outside scientific advice beside it. That architecture is more complex than Project Blue Book and more transparent in some respects. It is also more dependent upon carefully managing the boundary between classified and public information. Historically, that boundary has repeatedly damaged UAP research. A witness describes extraordinary speed, but the radar is classified. A video is released, but platform geometry is withheld.

A programme can be deconflicted internally but not named publicly. A scientist can examine the public clip but cannot test the classified range solution. The 2026 system will be judged largely by whether it finds a better way through that problem. The board needs to make enough evidence releasable for independent scrutiny. The council needs to resist over-interpreting what remains missing. If both occur, the structure could materially improve the quality of UAP research. If not, it risks creating a sophisticated advisory layer around the same evidential gaps that have limited the subject for decades. As of 26 August 2026, the bodies are real, active and too new for a final judgement. Their significance lies in the testable institutional promise they have created.

Evidence assessment

The creation of the UAP Governance Board and Science Advisory Council is a significant institutional development because it addresses two different weaknesses in the modern UAP system. The Governance Board addresses fragmentation. AARO can only resolve a case if the relevant military, law-enforcement, intelligence and civilian information reaches it and if classification authorities can coordinate. The board's stated mission directly targets those problems. The Science Advisory Council addresses external scientific scrutiny. AARO is an intelligence and defence office. An outside group can potentially introduce methods, challenge assumptions and create analyses that are easier to publish and review. Both ideas are reasonable. Their limitations are equally clear.

The Governance Board is confirmed through ODNI statements but remains thinly documented publicly. The council has a visible membership and chair but receives only unclassified information. The board can coordinate declassification but does not appear to possess a new legal power that eliminates the existing classification system. The council can request information but has no independent authority compelling agencies to provide it. The council contains genuine scientific expertise but also members with strong pre-existing positions regarding UAP. A designated sceptical voice improves internal challenge without guaranteeing balance. These are not reasons to dismiss the architecture. They define the tests it must pass. The most promising development is the move toward prospective data collection.

If government and the council can agree upon a field experiment with calibrated multi-sensor instrumentation, pre-registered analysis, independent review and public release of reproducible data, the project could overcome some of the weaknesses that make historical UAP cases permanently ambiguous.

If the council remains restricted primarily to derivative public files while the decisive geometry and classified sensor metadata remain unavailable, it may be able to improve interpretation without resolving the strongest cases. The difference will be visible in the outputs.
